White exclusion
White exclusion is a policy mirroring the policy in the Soviet Union to exclude ethnic Europeans from the Communist Party and from positions of status, access to resources, and influence.
The Soviet Union was originally intended to be the prototype for the global empire, although things changed somewhat when Stalin usurped power from "Trotsky", and rolled back a lot of the radical social, cultural, and structural changes that had been previously been planned.
