Everyone should recognize that the US has a centrally planned economy.  The Central Planners (that is Lobbyists and Congressmen) have figured out that:
* taxing foreign ethanol producers $.51/gallon, and
* giving domestic producers $.45/gallon tax credit and now
* the EPA central planners are upping the ethanol-in-gasoline mandate from 10% to 15%
is good for the economy and mileage (wrong).

The Lobby-ists, Congressmen, & EPA don't have a clue.  Their actions have resulted in a massive mis-allocation of resources at substantial taxpayer expense. 

And it's going to get worse!

The solution is to can our congressmen.  Replace them with congressmen who understand the consequences of a Centrally Planned economy, and who will remove these silly taxes, subsidies and mandates.  This will permit a truly free market to guide farmers in what to plant and to the number of acres to plant.

And what kind of rationing scheme might the Central Planners planning?

Well, a re-read made it clear that the Central Planners didn't have a rationing plan.  Thank goodness!  The author meant, "free market Price Rationing."

As so free markets will allocate thusly:
1st,  distillers will bid the price up until they are sated.  There is an ethanol mandate and they will be able to sell all they can produce at whatever price.
2nd, poultry, hog, and dairy producers will be buying feed corn.  They will be able to afford the higher prices because they have higher margins.
3rd, Beef producers will be price-rationed out of corn because they suffer the lowest margins and won't be able to afford higher feed prices.
