Yes he did, but he put "cost effective" after the word Religion. Since Religions are a business too, not many of them house the poor except the extrememly wealthy ones, namely the Catholics.

I do not like housing projects either, I have a strong preference for mixed neighbourhoods.  And I have a strong preference for a majority of the neibourhood to be owner occuppied.  Over the years the so called rights of tennents have been overemphasized.  Quality of housing has been over emphasises.  It has appeared, at least to me, that governments have attempted to legislate affluence by making everywhere cost prohibabive for the less than affluent to live.

When people cannot make a choise of what portion of thier income they can devote to housing; and, then find housing they can afford; they cannot be held responsible for living within thier means.  There has been a horrible creap in the cost of housing due to nothing other than zoning by-laws.
