911, what is your emergency?

I witnessed a serious assault yesterday.  A guy beating a woman at a roadside.  I approached and he seemed to be going to walk away but actually walked a few feet away found a large piece of wood and proceeded to beat her with it.  She was bleeding significantly.  Managed to convince him to walk away with a tool I happened to have in the car in hand.  Called the cops.  Followed him on foot keeping my distance - tool still in hand - until we met the cops coming the other way and they arrested him.  Sobering.
Wise selfishness is taking care of everyone else so that they don't bring harm to you.

They've always asked me first WHERE is the emergency.

Damn. See now, if you had done that same thing in the US, the cops would have arrested you too, and the criminal you helped to catch could sue you for threatening him with a weapon. You could even do time for a thing like that. The legal system in my country is more of a threat to the citizens than the criminals are.

i didn't threaten him.  was just carrying a tool.

actually to be accurate, they asked me which emergency service i needed police, ambulance or fire.

I know you didn't threaten him. That's my point. The system will deal with you as though you had in spite of all reality.

opsec: I am with you.  It was interesting cause i had a running conversation with the several of the officers as i walked back to my vehicle.  the glanced at the tool but never said a word about it.
