I had not considered freeway-based shakedown rackets, but consider Mexico and Central America where they are common.

I'm not far from my own bug-out location so as long as I don't go out during a severe crisis it will probably be OK.

The thing that always worries me is getting STRANDED. That's why you should not go anywhere DURING a crisis. Wait until it stabilizes enough to be reasonably safe.

I just had an idea. If you took a wheelbarrow and balanced the load perfectly on the axle so that there would be no tongue weight, you could then tie off the handles to the sides of a padded weight belt and it would take almost no exertion to pull it behind you over level ground. you wouldn't even notice it until you had to pull uphill with it. Not that it's really a viable bug out idea, but maybe in a more sedate, post carbon environment, that might make walking to the store easier.

This already happens, what do you think the point of traffic tickets are??? Traffic cops are basically just tax collectors. Some get greedy and try to keep what they are confiscating... the government doesn't like competition.

When I worked with LE, often they would talk about this sheriff up in Muskogee who was doing it, a few local FBI folks eventually caught him in a sting. Like I said.. they don't like competition.
